Dramatic battery drain and slow charging after switch to Android 9

Immediately after installation my battery began to fall rapidly, more than 1% a second. When plugged in to my usual, reliable wall cable it did not charge, but maintained the existing low charge. I inserted a spare battery and experienced exactly the same problem, a catastrophic and immediate fall of battery power, and the phone would only hold a charge, not add charge while plugged in (it showed the charging light, and said it was charging, but the charge never increased).
On advice from the community sub I tried charging while turned off, and this worked for both batteries. However, the battery life was still appalling, falling 15 – 30% an hour even without use. This was the case for both batteries, even in airplane mode.
I restarted in safe mode to see if it was an app causing the problem – the issue reoccurred.
I have performed a full factory reset and reboot, and the issue is still ongoing. A loss of 15-30% battery an hour while in light use (social media apps, email etc), up to 20% an hour while not in use at all, and sometimes catastrophic falls from lower battery life at about 30% to 0% in minutes.
The phone now charges while switched on, but very slowly; slightly faster while turned off.
I have tested both batteries. I have tried multiple charging cables.
Prior to the Android 9 update the phone was working perfectly with a battery life of 10+ hours even with regular use.
Is there a workaround?
No. Drain seems worse when managing images - e.g. using iphotos ap, editing images in instagram or snapseed, or using the camera, but is sustained and high in all cases.
