Overexposed photos on 8MP (old) back camera since Android 9

Which version of the software are you running?

21.05.0-rel.3, bug exists since 21.01.0.

What happened?

Almost all photos taken using the stock camera app are much more exposed than the preview. The preview looks OK, videos are not affected and the problem does not appear in low light conditions.

Expected behavior

Light level in preview and photo matches approximately.

Steps to reproduce

Take a picture using the stock camera app and back camera using a phone featuring the old 8MP one.

Is there a workaround?

Use OpenCamera or take photos from a social media app such as WhatsApp.
