Fairphone updater does not restart / cannot grant storage permissions

I'm trying to upgrade to Fairphone Open 21.08.1-rel.0, but after downloading the update and opening it with the Updater app, pressing the "Restart" button doesn't do anything.
There's a report of a similar issue here, which suggests opening the file from the Amaze file manager. After doing that, I get a pop-up saying I should give it storage permissions:
However, tapping "Settings" then brings me to a screen where I can't give it storage permissions:
If I press "Cancel" instead of "Settings", I just see an error pop up about it not being able to copy the update to
I tried explicitly granting storage permissions using
adb shell and
pm grant, but then I got an error about
com.fairphone.updater not having requested that permission (also, I don't really know what I'm doing there

Steps to reproduce
Attempt to update from the previous Fairphone Open to the latest release, I suppose?
Is there a workaround?
Staying on the old version, which has its own issues.
