loudspeaker volume very low during calls

Issue description, as found on Taiga

Description

The volume of the loudspeaker output is very low during calls.

Inheritance

This seems to be a comparable issue as on Android 6 (Issue #80 (closed)) and Android 7 (Issue #86 (closed)).

This issue is still present indeed in Android 9. In fact, the software components that are probably responsible for the issue won't receive any major updates anymore on the Fairphone 2, regardless of the Android version that is running on it.

After thorough investigation back on Android 7, we were not able to find a way to resolve this. Unfortunately this situation will not change on Android 9. The issue is at least partially related to chipset-specific features. Chipset vendor support for the FP2 (and all comparable devices) ended years ago, which makes issues like this unpredictable and potentially impossible to resolve.

Steps to replicate

During a call, put on speakerphone - the volume is very low and doesn't respond to changing the volume level.
