OMX.qcom.video.decoder.hevc is not available (Qualcomm H.265 software decoding)

Issue description, as found on Taiga

In Android 6 and earlier, OMX.qcom.video.decoder.hevc was enabled and available. In Android 7, we dropped it (by not including required libraries and implementations). Also in Android 9 it is not available, and first attempts to re-enable it caused various new failures (CTS, potentially other issues as well).

On Android 9 Fairphone 2, Android's default H.265 software decoder (provided by Google) is used instead.
